ACS manages health care plans according to the terms of the Plan Supervisor's Agreement. As Plan Supervisor, ACS provides the following administrative functions: Plan Design - ACS assists in designing the plan benefits to tailor the plan according to each client's philosophy and needs. We consult with each client as to cost containment features, preventative benefits and risk management. By customizing the plan with a preferred provider network, significant savings on hospital and other charges are realized. These savings are passed on to the plan and its participants. Document Preparation - Plan Documents and Summary Plan Descriptions are prepared and delivered promptly to the client and participants. Plan amendments are drafted when requested. Our staff will keep your document in compliance with changing legislation through amendments. Recordkeeping/Invoicing

processes enrollments and maintains accurate participant eligibility.
We invoice monthly for reinsurance coverage and remit premium
to carriers. We are also capable of on-line eligibility maintenance
for several Prescription Drug Card Programs. Funding Invoice - Our timely claims processing allows for weekly invoicing for funds to pay plan benefits. This funding report provides name and social security numbers of the participants, date the services were incurred, and date the claim was received and processed. This permits the Plan Sponsor to review and approve processed benefits for plan participants before funding the claims and review our claims turn-around time. COBRA Administration - COBRA administration is provided by our trained compliance staff under the supervision of our compliance attorney. ACS recognizes that the diversity of our clients' needs necessitates that we offer different levels of COBRA Administration: Full COBRA Administration (Qualifying Event COBRA Administration) and Employer Controlled Administration (Recordkeeping COBRA Administration). ACS also has access to actuarial services for annual determination of COBRA rates. Health Insurance Portability and Accountability Act (HIPAA) - ACS is prepared to do a complete evaluation of the enrollment and late enrollment to determine creditable coverage. ACS will prepare the Notice of Coverage Determination if portability is less than 365 days. Upon receipt of a termination form, ACS will prepare the certificate of creditable coverage and mail it to the employer to copy and mail to the last known address. in the case of termination of COBRA coverage, ACS, as COBRA supervisor, will prepare the required certificate. Compliance - The ACS staff has extensive experience in plan management and constantly monitors regulatory requirements directly affecting plan administration and fiduciary responsibilities. We keep you advised of the effect of these laws and regulations on your plan. Section 125 (Cafeteria Plans) Administration - ACS provides administrative services for Flexible Spending Arrangements (FSAs) for both Medical and Dependent Care Assistance reimbursements through an employer-designed Benefit Choice Plan. Subrogation - Subrogation permits the plan to recoup expenses that were caused by a negligent third party. Subrogation recovery services are covered under our administrative fee. Annual Renewal Interview - A Senior Management Report is presented at renewal which is a thorough analysis of the Plan's financial results as well as a presentation of renewal rates on a "best terms" basis. |
